HHFDC Hula Mae, Down Payment Assistance and Mortgage Credit Certificates in 2026 — Reef & Reason
Updated October 2026
A Hawaii buyer can qualify for a mortgage payment yet struggle with the cash needed to close. HHFDC programs address different parts of that problem: first-mortgage financing, down payment assistance, potential federal tax credits, and access to certain affordable for-sale homes. The useful question is which programs are accepting applications and fit your household in 2026.
Understand what each program does
Start with the Hawaii Housing Finance and Development Corporation rather than assuming every named program has current funding or open reservations.
| Program | Purpose | Question to resolve first |
|---|---|---|
| Hula Mae Single Family Mortgage | State-administered home purchase financing | Are reservations available through participating lenders? |
| Down Payment Assistance Loan Program | Assistance with eligible upfront purchase costs | What repayment, lien, and funding conditions apply? |
| Mortgage Credit Certificate, or MCC | A qualifying federal mortgage-interest tax credit | Is issuance available, and how does the credit apply? |
| Kauhale / Affordable For-Sale Shared Appreciation Equity | Access to participating affordable ownership opportunities | What resale and shared-appreciation obligations attach? |
A loan for down payment assistance is not automatically a grant. An MCC is not cash delivered to escrow. Shared appreciation can affect how much equity you keep when selling or otherwise triggering repayment.
Check eligibility before committing to a property
Ask a participating lender to review household income, purchase price, first-time-buyer requirements or exceptions, occupancy, homebuyer education, and eligible property types. Also ask whether the programs can be combined with your intended first mortgage.
Hawaii’s 2026 one-unit conforming limit is $1,249,125 across all four counties, but that ceiling is separate from assistance-program purchase-price or income limits. A property can fit conventional financing and still fall outside a state program.
Compare the resulting payment through the monthly payment calculator. Include any required assistance-loan payment instead of treating all assistance as free cash.
Compare long-term obligations, not just closing cash
Request a written explanation of repayment triggers, refinancing restrictions, occupancy requirements, and any appreciation-sharing formula. For an MCC, ask how annual credit limits, federal tax liability, and possible recapture rules affect the benefit.
The Consumer Financial Protection Bureau offers tools for comparing loan terms. Pair those tools with Reef & Reason’s mortgage options guide and a line-by-line lender estimate. The strongest package should work both on closing day and when your household eventually refinances, moves, or sells.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
