Financing Hawaii Resort Condotels and Short-Term Zoned Condos: Portfolio vs Conventional — Reef & Reason
Updated October 2026
A condo in Waikiki, Ko Olina, Kaanapali or Poipu can look like a standard apartment while operating as part of a hotel-style project. Financing depends on the project's legal documents and operating characteristics, not simply the unit's kitchen, ocean view or advertised rental income. Establish the lending category before choosing a down payment.
Rental permission and mortgage eligibility are different
Legal short-term rental use does not automatically make a project a condotel, and resort zoning does not guarantee conventional eligibility. Underwriters examine hotel-like operations, rental arrangements, occupancy restrictions and other project characteristics alongside financial condition and insurance.
Potential issues include:
- Mandatory rental pooling or management agreements.
- Front-desk services and hotel-style daily occupancy.
- Restrictions on an owner's ability to occupy the unit.
- Significant commercial space or other ineligible project features.
- Litigation, critical repairs, inadequate reserves or insurance gaps.
Verify current county rental permissions for the specific unit and intended use. A seller's historical rental activity is not proof that a future owner may continue it. Likewise, an association's permission does not replace county authorization.
Compare portfolio and conventional structures
A warrantable condo may qualify for conventional financing when the borrower, occupancy and project satisfy the relevant requirements. Hawaii's 2026 one-unit conforming ceiling is $1,249,125 in every county, but that ceiling does not override an ineligible project designation. See FHFA Loan Limits for the limit framework.
Portfolio lenders retain loans under their own criteria and may accept certain non-warrantable projects. Expect lender-specific down payments, reserve requirements, rates and occupancy restrictions. Some products evaluate rental cash flow, but projected nightly revenue is not interchangeable with accepted qualifying income.
Compare amortization, adjustable-rate features, balloon provisions and prepayment terms. The Consumer Financial Protection Bureau offers tools for understanding mortgage pricing and comparing loan documents.
Model the property's real operating costs
Deduct management fees, cleaning expenses, utilities, association dues, insurance, maintenance and vacancy before assuming rental proceeds will cover debt service. Include applicable accommodation taxes and potential assessments. Obtain the master insurance policy and determine what individual coverage the lender requires.
Hawaii's conveyance-tax schedule can also be higher when the buyer is not eligible for owner-occupant treatment. Annual county tax classifications require separate analysis.
Start with the monthly payment calculator, then request a project-specific quote with the building name and intended use. Reef & Reason can distinguish a genuine portfolio option from a conventional preapproval that has not yet reviewed the condominium.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments.
